# Authority Accounts

Authority accounts are the only accounts that can change the underlying values of the pallet (e.g. fee values, penalty level values, timeout times, etc.). These accounts can't be penalized and they can't participate in carbon credit trading. 

It is also worth mentioning that these accounts are only set during the deployment of the pallet onto the network.
